His Excellency Mr. Keene (his Britannick Majesty's Minister and Plenipotentiary) has delivered the following Declaration to the Marquis de Villarias, the King of Spain's Minister, and the Spanish Court at Madrid, with Some material Paragraphs of News not yet Publish'd.

That, setting aside the Affairs relating to the South Sea Company and the Asiento Treaty, his Britannick Majesty insists upon the King's executing, without any further Delay, the Engagements he enter'd into by the Convention, sign'd at the Pardo, the 14th of last January; that his Majesty shall renounce the Right he pretends to have to visit the British Ships in the West-Indian Seas; that this Renunciation shall be inserted in the new Treaty to be made between the two Courts; that the King shall acknowledge the Justice of the Right by which the English possess their Establishments on the Confines of Georgia and Carolina: All which Conditions, his Britannick Majesty thinks he has the more Right to insist upon, inasmuch as the Payment of the 95,000l. bears so great a Disproportion with the Expences Great-Britain has been put to in Arming herself in the present Juncture; and that if these Conditions are not accepted, he (Mr. Keene) and Mr. Chateaurenault will be oblig'd to break off the Negotiations, and retire.
