His Offer to Refund Government Bonds
Seems to Be a Success.

Washington, D. C., April 18.-Despite
statements to the contrary, Secretary
Shaw is well satisfied with the results
of his refunding offer. While he has
not yet received anything like the
limit of bonds named in his circular,
enough have come in to insure suc-
cess of the venture, and to provide
further facilities for a big increase in
the national bank circulation, which
was what the secretary wished to
bring about. Up to date, he has re-
ceived nearly $30,000,000 of 3 and 4
per cent bonds, for which he has is-
sued 2 per cent bonds of 1900 of the
same value.
