THE CONCLUSION OF THE MESSAGE
The concluding portions of the Governor's Message are, we regret to say, exclusively devoted to political essay-writing. The most of the theories and arguments contained therein were part of the issues in the last campaign, and the Governor's views received an emphatic adverse decision, this very State of Delaware condemning them by a large majority. Instead of considering the multitude of State questions that now demand attention, after long years of carelessness and neglect, the Governor wastes his opportunity with this stale, and unprofitable screed. Instead of seeking to assist the Legislature in the proper investigation of the propositions for change which are pressed upon it, he inflicts upon us the resentment he feels toward the Constitutional Amendments, and his plans for thwarting their purpose. With one single exception-the recommendation to repeal attachment laws-he avoids, overlooks, or inferentially condemns, all the many measures of Reform which the people ask, and their condition emphatically demands. They may have looked-perhaps they did not-to the Governor of the State, for a word in their behalf, but instead of realizing the needs of his State, and suggesting however imperfectly, his views as to the proper measures of supplying them he tells us that colored men ought not to vote, that their enfranchisement was a rank folly, soon to be corrected, and proposes elaborate schemes for further undermining the exercise of their right to vote! He has 'not heard, apparently, of Equal Representation; he has no bowels of compassion that suggest to him an Exemption Law or a Stay Law; he has never heard of the necessity for modifying the Usury penalties; he does not know that there is no sufficient Public Education, even for white children, and none at all for colored; he is not aware of the need for a general incorporation system; he has no opinion upon the necessity for a constitutional Convention: all these important measures, and the many others, now discussed by the people, you do not find in his message, but instead of them, his plans to enable the Levy Courts to rob the colored voters of their rights with impunity, and his sympathy with offenders convicted in the Courts of the United States! Whether it is worth while to review at length the Governor's political diatribe, may be hereafter considered. For the present, we emphatically declare that never did a people needing and praying for bread, receive a more indigestible stone.
Our candidate, (if a Democrat must be chosen,) for clerk of the House was elected, Col. Townsend, as we said ten days ago, deserved the place at the hands of his party.
Our New Castle County members actively participated in yesterday's Legislative proceedings.
