From Washington, Dec. 10--Quorums of both Houses have not yet assembled.--Only thirteen Senators are in town; and seventeen are necessary to form a quorum of that body. When we shall receive the President's speech, or message, the Lord only knows. Had this delay of the deliberations of the Councils of the Union taken place during the Federal Administrations, the democrats from Dan to Beersheba would have rung their peals on the shameful inattention to the concerns of People, and the profligate waste of public money--The Aurora would have filled columns of such calculations as these--Sixty five Members of the House and Twelve Members of the Senate sitting idle for five days at Six Dollars per day; and receiving the Enormous sum of two thousand three hundred and ten dollars of the People's money; and all for nothing! the delay would be charged to the administration; and all the retailers on the continent would have dealt out the charge. Now, forsooth, because democrats are in power, nothing will be said of the inattention or expense; and will not be, if Congress should not get to business for a fortnight to come!

"The cannon at the Navy Yard have been loaded and primed for nearly a week, to echo the message to the skies. Should the democrats delay much longer, the "more or less" Secretary will have to apply for a specific appropriation to cover the expenditure of port fire."--Centinel.
