President is Working Out Mexican Policy

Request Made By Secretary Bryan in Regard to American Prisoners Readily Acceded To.

Washington, July 29.--Ambassador Wilson will appear before the senate foreign relations committee tomorrow with his views of conditions in Mexico.

Secretary Bryan was prevented from attending the committee's meeting today on account of his conference at the state department with the Ambassador.

Bissell and Bernard McDonough, two mine managers held by federals under sentence of death in Chihuahua, have been ordered released by the Huerta government.

Navarro of the embassy here so informed Secretary Bryan today. It is understood that Bryan expressed gratification over the prompt action the Huerta government had given to American petitions in the cases as well as on the immigration inspector at Juarez.

Bissell is an Englishman. Bissell, an American, also has been ordered released. The three men were captured by Gen. Orozco when trying to take American refugees out.

Ambassador Wilson will not return to Mexico City as ambassador from the United States, according to general report.

Ambassador Wilson resumed his conference today with Secretary Bryan on the Mexican situation. Wilson had to quit Mexico to return to Washington but remained at the request of Bryan to continue his extended report on conditions in the southern republic.

Wilson had no announcement to make today about the policy the United States would pursue toward Mexico, but there is every reason to believe no steps will be taken in the country pending the outcome of plans being laid by leaders to bring about peace.

It is understood that some of the mediators who succeeded in adjusting the differences between the followers of Huerta and Carranza were instrumental in causing Porfirio Diaz to abdicate. Officials in touch with the affairs believe that their efforts will bring about the resignation of President Huerta.

Mexicans who are taking part in the plans refuse to use of their names at this time, but the negotiations have proceeded to the point of informing Secretary Bryan what they have in mind. No developments are expected for at least a fortnight, during which the administration here will keep in close touch with the negotiations.

Ambassador Wilson says it will be better to disregard the murderous acts of Huerta, and recognize his government. The ambassador urges that it is best for American interests in Mexico to do that. President Wilson wants to first be sure that Huerta has a moral right to reign in Mexico, regardless of American interests. In other words, President Wilson refuses to recognize Huerta in order to protect American interests, if in order to do that he must condone the crimes and stand sponsor for the outrages of the Huerta regime.

said to be planning to place before Huerta is that the United States under no circumstances would recognize his regime, and that to extricate Mexico from its financial straits it is necessary to establish a new administration and obtain the recognition of the American government. If President Huerta were willing to abdicate, men acceptable to him as well as the constitutionalists have been selected tentatively from whom a successor would be named.
