When Cæsar returned to Rome, after having placed Cleopatra on the throne of Egypt, and the death of Cato, at Utica, although he annihilated the liberty of his fellow citizens, yet his thoughts were seriously turned to the aggrandisement and internal safety of the Roman empire.
The bands of native Romans were greatly thinned by the civil wars of Pompey and others; and Cæsar, well knowing, from experience, how slender a dependence could be placed on auxiliaries, being, moreover, perfectly acquainted with the fidelity and attachment of his countrymen, distributed rewards to those who had the greatest number of children.
Quere. Would not such a measure be advisable in the Thirteen United States? And could not a sufficient fund be raised for that purpose, by a tax on old maids and bachelors, who have been stiled the drones of the community
