PHILADELPHIA, June 20.

Our advices from France as late as the 1st of May, brought by the brig Betsey, Capt. Gallagher, (mentioned in our last to have been drove ashore near Lewistown creek by the enemy's cruisers in the bay) inform us, that five of the seven States of Holland had resolved to accede to the independence of the United States of America, and the Prince Stadtholder had declared that he should no longer oppose a measure which the people at large appeared so earnestly to wish the accomplishment of: the States General were to meet on the 16th of April, when it was not doubted that a formal declaration of the independence of America would be one of the first pieces of business which would come before their High Mightinesses.

This agreeable piece of news is, however, attended with another not of so favourable an aspect, as it was said, that a fleet of about 20 sail of store ships and merchantmen, under convoy of a 74 gun ship and three frigates, which left Brest about the middle of April, bound to the East and West Indies, was so unfortunate, six hours after they left port, as to fall in with Admiral Barrington, commanding a squadron of British men of war, when the convoy were dispersed: three of the ships of war had returned, but it was feared some of the merchantmen and store ships were taken.

So far from suing for a peace, as has been represented by our enemies, the States General were taking every measure for an active and decided war, and it was supposed would have thirty ships of the line ready for sea by the beginning of summer.
