Notwithstanding the unpropitious account lately published in the several newspapers of this town in regard to the sacred cause of the Buenos Ayreans, there does not remain the least doubt, after a careful perusal of several newspapers and other publications from June to September last, and an open conversation with a gentleman lately arrived from that country, who had resided there between three and four months, with the advantage of possessing the Spanish language, that the triumph of liberty and independence in those vast, rich and delightful regions, will finally be complete.--It is certain that the Spanish Whigs have now to contend, as those of these United States had to do during their revolution, against a horde of Tories, miscreants and unnatural sons, who prefer the rod of foreign oppressors and bloodsuckers, provided they are allowed to share in their robberies and vexations, to exerting themselves for a living in an honorable vocation, or rising to dignities by the influence of personal merit and public gratitude. But the Buenos Ayreans, thank Heaven, have on their side the virtuous and patriotic population of Chili, the true Yankees of South-America; the whole of the inhabitants of Paraguay and with the exception of Lima and its environs (the present head quarters of South-American Toryism) it is believed that the kingdom of Peru wishes them well, and waits only a favorable opportunity to join heart and hand the illustrious asserters of liberty and independence against their European rulers and oppressors. Thus will the world soon see another federative Republic extending from the Isthmus of Darien to the Magellanic Straits, Old and New Mexico, California, Cuba, Porto Rico, will not be able to resist such a noble example and probably will form a grand central Commonwealth, which will connect the splendid constellations of the South; and the whole hemisphere thus united in principle and interest, may oppose an insuperable barrier and a formidable front to the freebooters and butchers of the Old World, who will never dare approach our boundaries with impunity without our consent. Already are the Americans preferred to the Europeans: the names of WASHINGTON, FRANKLIN, JEFFERSON, Madison, and other worthies, are becoming familiar with the patriots of South America; they are often heard to express a regret that no such men have yet appeared among them. May Heaven soon dispense to them such invaluable blessings.
The English are secretly detested in all the Spanish colonies, by both the Whigs and Tories, Royalists and Republicans, on account of the double game they are playing. Their conduct is entirely guided by avarice and they sacrifice to it their honor and their faith. They favor both the Montevideans and the Buenos Ayreans--Satan and St. Gabriel! Money, money! is their object: and provided they can procure this darling of their gangrened hearts, they care not how much bloodshed, devastation and misery, their infernal policy may have produced.
The Buenos-Ayrean army, under the command of Gen. Castelli, was at the last dates in Cochabamba, and the Limanian troops under Goyeneche, the Arnold of South America, were at La Paz, whose inhabitants all fled at the approach of that creole monster. The manner in which Goyeneche gained a trifling victory at the Desaguadero, was as follows: There had been a truce of 40 days agreed upon between him & Castelli, but that unnatural American surprised and defeated a body of patriots six days before the expiration of the armistice; but the consequences of such faithlessness were soon likely to prove destructive to himself and followers, through the ardor and zeal of the Buenos Ayreans and their powerful auxiliaries. The army that invests Montevideo is twelve thousand strong, and in hourly expectation of carrying this point, notwithstanding the intrigues and machinations of the Brazilian court. A grand pyramid is erecting in the city of Buenos Ayres, to perpetuate the names of the heroes that fell in defence of their country. In fact, nothing is left undone that could be expected from a people so long enslaved, and who are just emerging from the worst of oppressions tyranny and superstition.
