Japan Prefers This Means Of Settlement To Engaging In War With China.

Tokio, March 6.—It is stated today that if the government does not get satisfaction from China for the seizure of the steamer Tatsu Maru, it will not employ force, but will appeal to Great Britain and the United States to act as intermediaries.

The anti-government parties have raised such a storm over the affair that the cabinet cannot possibly yield to China's views.
