WASHINGTON. Sept. 8-(AP) - Lieut. General Henry H. Arnold cancelled a speaking engagement in Philadelphia yesterday, the War Department said, because of what the chief of the Army Air Forces termed "a vital and unexpectedly called conference."

Notice of the cancellation was contained in a telegram to sponsors of a victory rally Labor Day address and brought speculation whether the conference was related to President Roosevelt's reference in a radio address to "vital military decisions" directed toward an Allied offensive.

War Department officials made no comment, however, on whether the conference keeping Arnold from the rally was concerned with preparations for a second front. They also declined to give location of the meeting.

Lieut. General George H. Brett, United Nations Air Forces commander in the southwest Pacific, spoke in Arnold's stead.
