New York, March 17.
The Herald's Washington special says that a few days since a young clerk named Johnson declined to pay an assessment on his salary, for election purposes, in New Hampshire, as requested by a circular of Hon. E. H. Rollins of that State, and attempts were thereupon made to have him removed. The President was informed of the facts, and on learning that the clerk was yet a minor, although an honorably discharged soldier, and had strong testimonials as to moral character and clerical abilities, directed the paymaster general to retain him and give him the earliest possible promotion for his independence. Politicians would do well to make note of this.
