Born and educated in Philadelphia, Mr. Chapin attended Temple University there and served in the Pennsylvania Department of Labor and Industry for three years, and later as Chairman of the Education Committee of the International Union of Marine and Shipbuilding Workers of America (CIO). Chairman of the Race Relations Committee of the Pennsylvania State CIO Council, and in this latter post for the Retail and Wholesale Department Store Employees Union in St. Louis, Mo.

Mr. Chapin was elected as a New Jersey delegate to the Democratic National Convention of 1952 and served on the Committee on Permanent Organization.
