Democratic Nominee Advances His Scheme, in Public Interest
MANY SUGGESTIONS GIVEN IN ADDRESS
Calls on Voters to "Judge Me by the Enemies I Have Made"
ABOARD THE ROOSEVELT SPECIAL, Sept. 22.-
After telling the people of Portland his views for regulations to control public utilities and calling on the voters to "judge me by the enemies I have made," Gov. Franklin D. Roosevelt, Democratic nominee for President, today entered California, the State whose swing from Garner assured Roosevelt the nomination.
In Portland, Gov. Roosevelt said of President Hoover:
"Since 1928, my distinguished opponent has done nothing to enforce regulatory sections of the Federal Water Power Act, nothing to block financial operations incident to great post-war development as planned by its promoters."
His Program
The Democratic nominee laid down last night, in Portland, a program for controlling public utilities. He said he favored giving the people the right to operate their own power business when essential "to protect them against inefficient service or exorbitant charges."
Publicity
With regard to the regulation of companies engaged in the power business, Gov. Roosevelt proposed publicity with regard to their securities.

Security and earnings, publicity on stocks and bonds the companies and their officers own and upon intercompany contracts: Federal regulations for utility holding companies, cooperation of the Federal Power Commission with State and public utilities commissions; regulation and control of such companies; holding the issuance of securities to the level of prudent investment and establishing of "actual money in a prudent investment principal;" to supplant the reproduction cost theory as a basis of rate making, and prohibit publication of false or deceptive matter on public utilities.
Immediately following his address, which was heard by a large crowd and countless others, by radio broadcast. Gov. Roosevelt left for San Francisco where he is due tomorrow and at which place he will remain overnight.
