IN A memorandum addressed to the powers the Bulgarian government accuses Turkey of practicing every known mode of oppression in its administration of affairs in Macedonia under the promised plan of reform in that disturbed province. The document, after reciting in minute detail scenes of instances in which murder, rapine and pillage have been carried on by Turkish soldiers and Bashi Bazouks, declares in impassioned terms that the Bulgarian population of Macedonia have grown tired of waiting for the fulfilment of promises, and, despairing of a betterment of conditions by other means, have thrown themselves into a revolution, which is now spreading in an Ottoman province 150 miles from the Bulgarian frontier, and for which the Porte alone is responsible. It will be well to act upon the injunction audi alteram partem, and suspend judgment. Probably Turkey can refute this arraignment.
