We are assured that Congress have transmitted to the Court of Spain, a spirited remonstrance, respecting the navigation of the Mississippi; shewing that all the rights in that territory, formerly belonging to Great-Britain, were confirmed to the United States by the treaty of peace, and, that if they refuse to do us justice in that particular, it was in our power to do it to ourselves.
It certainly appears evident, that if sufficient power is not immediately given Congress to regulate our commercial affairs, every distress resulting from an impoverished people must soon be our unhappy lot.
