An Express lately arrived from Petersburg has brought Advice, that the Porte has order'd her Troops to ravage the Ukraine, in order to force the Russian Armies to seek for Subsistence elsewhere; and that they pretend to have discover'd at Petersburg, that a Treaty is actually negotiating at Constantinople, between the Porte and a certain Northern Power.
We shall probably soon hear of a Triple Alliance concluded at Constantinople, between a Popish, a Protestant, and a Mahometan Power; for if France had no Intention to disturb the Tranquility of the North, there would be no Occasion for exercising her Marine in the Baltick; which Pretext was very modestly urged by M. de Chavigny when he demanded the Passage of the Sound for the French Squadron: But the French Court it seems is now above giving any plausible Pretence for her Proceedings.
