The Reconstruction of the levees along the Lower Mississippi is a matter of such great importance, not only to Louisiana, but to the cotton interest of the whole country, that it is much to be regretted that the present disagreement between the civil and military authorities threatens to cripple the work. The last Legislature provided a loan of four millions for this purpose, but before the bonds were put on the market the great overflow destroyed the levees just finished. The first appropriation, therefore, will have to go for payment on the destroyed levees, while the two sets of Commissioners appointed make doubts as to the legality of the bonds unfavorable to their sale. However, the vigorous settling of differences by General Sheridan will soon bring the Levee Boards on a common ground, and meantime further provision must be made by the State or the Federal Government, or both, to preserve the fertile bottom lands from abandonment. The foregoing is the story as Sheridan's friends tell it. We shall soon however have the other side also; and then have a better opportunity of arriving at something like a correct understanding of the matter.
