It is known that Lord Nelson passed Gibraltar on the 22d after the Toulon fleet entered the Atlantic ocean. It is therefore probable he has steered a wrong course in pursuit of Admiral Villeneuve. It is our painful duty to state, that the Leopard and other British cruisers, are actively employed, within view of our shores, in intercepting our homeward bound merchantmen, & sending them to certain condemnation, fas aut nefas, in the court of Halifax. There is but one source to which this private distress, and national degradation can be traced: Will Mr. Madison have the candor to name it?--Or shall we spare his blushes by saying that they are solely imputable to the pusillanimous policy of a timeserving Cabinet, more occupied in contriving how they shall keep their offices, than in administering them with dignity and firmness.
