Soldiers overseas need not worry about their dependents back home judging from reports of the efficiency with which the Army Emergency Relief is taking care of the folks behind.
The AER is moving into high gear, keeping pace with the increase in needy cases due to the expansion of the Army.
In the Second Service Command—which includes New York, New Jersey, and Delaware—from May 1 to October 1 a total of 877 cases of 1,075 applicants were handled. What applies to these three states applies throughout the country since the AER is a national organization with main headquarters in Washington.
A large sum has been appropriated for dependents of soldiers and officers who are in temporary financial distress and a wide variety of cases are being handled. Cash grants are given to some dependents, loans to others. Very often the AER gets jobs for wives. In cases where legal aid is needed, it is given free as a result of an arrangement with the American Bar Association.
Loans made by AER are considered a moral obligation of the borrower. No interest is charged and payments may be made in installments. Relief is granted to about 80 per cent of those who apply. Care is taken to avoid granting any spurious claims and each case is carefully investigated.
The organization with main headquarters at Washington operates under a board of managers consisting of the Under Secretary of War and the assistant secretaries of War and nine members. Funds are disbursed from Washington and allocated according to the needs of the various districts throughout the nation.
