VERMONT.

The council of censors has proposed for consideration some capital amendments in the constitution of the state--indeed it may be called a new constitution on the model of that of the U. S. The principal changes contemplated are these--to substitute a senate in the place of the council, which shall have an equal voice with the popular branch in the enaction of laws, and a check upon executive nominations. The judiciary, too, instead of fluctuating with every political change is to be put on a proper footing--the tenure of office will in future be "during good behavior." -Boston D. Adv.
