The National Intelligencer publishes a Letter written by Gen. Scott as long ago as October, 1860, upon the subject of Secession, which shows a knowledge of public affairs amounting almost to prophecy. During the late political campaign his sympathies were with the Bell and Everett party, but he believed it every man's duty to yield obediently to the popular verdict in case Mr. Lincoln should be successful. Perceiving evidences of mischief at the South in case of Mr. L.'s election, he advised the prompt garrisoning of Southern forts, and other precautionary measures, saying: "From my knowledge of our Southern population, it is my solemn conviction that there is some danger of an early act of rashness preliminary to secession, viz: the seizure of some or all of the following posts: Forts Jackson and St. Phillips on the Mississippi, below New Orleans, both without a garrison; Fort Pickens and McRae, in Pensacola Harbor, with an insufficient garrison for one; Fort Pulaski, below Savannah without a garrison; Forts Moultrie and Sumter, Charleston Harbor, the former with an insufficient garrison, and the latter without any; and Fort Monroe Hampton Roads, without a sufficient garrison. In my opinion all the works should be immediately so garrisoned as to make any attempt to take any one of them by surprise or coup-de-main ridiculous." Had these timely recommendations been adopted by the President and the War Department, the United States Flag would not be dishonored under the guns of Federal fortifications as it has been recently at Charleston and Pensacola, and the whole Southern coast line would have been awed into obedience to the Laws instead of swarming as it does with armed Rebels. -Dubuque Times.
