CHARLESTON, June 6.—The Legislative Council of Florida, convened at St. Augustine on the 24th ult. The following Members were present, viz. George Murray, William Reynolds, Richard K. Call, Gabriel W. Perpall, Edward R. Gibson, William H. Simmons, Peter Wetchtel, John Bellamy, Zephaniah Kingsley, who being a majority of the whole council, the Judge of the District Court of East Florida administered to them the oath to support the constitution of the United States, and to discharge the duties of their office faithfully and to the best of their abilities.

Mr. Call then moved that the council should proceed to the election of a president, and upon counting the ballots, Mr. George Murray was declared unanimously elected.

The council then made choice of Francis L. Fatio for chief clerk, and Thomas H. Penn and John H. Lawrence engrossing clerks, and Peter Menard sergeant at arms.

On the 26th Governor Duval transmitted a message to the Legislative Council, in which he deplores the loss of Dr. Bronaugh, late President of the Legislative Council, and many others; he considers it a subject of great gratification, that with the exception of Pensacola, the Floridas last year enjoyed a degree of salubrity not inferior to any other part of the country. He recommends the re-establishment of County Courts, which had been abolished by Congress, and requests their interference in averting the evils apprehended from the repeal of the revenue laws. He thinks it necessary to consider the propriety of locating the seat of government as soon as possible, and recommends the Legislative Council to meet alternately at Augustine and Pensacola, until that object is accomplished. He believes that the most desirable situation for a capital, will be found on the River Suwannee, or between it and Miccosukee; this site being in the most central position of the Territory, and uniting more advantages in its location than any other.—He concludes, by expressing his opinion of the necessity there is for amending several of their laws, and expresses the pleasure he will feel in uniting with the Council in every measure beneficial to the Territory.
