COMMUNICATIONS.

FOR THE VIRGILIAN.

In the papers I desire not to be considered as defending the Slave trade but as aiding this inquiry rala -In the minds of slave dealers the [something] degree of humanity is put to the test and yet as regards the person bought and sold as a slave, the trade may be [something]. The base stupidity in the disposition of Joseph's brethren when through envy they exhibited every man not at all dangerous had be one in the end the sort turned out greatly to the glory of God and the advantage of Joseph. Where can adopt the maxim, the end justifies the means. In profane history the distinction of citizen and slave is found among the Canaanites as well as the time of Romulus. Sir [something] Raymond in his [something] on Commerce says "the influence of slavery cannot on national wealth, to be considered mainly within view to its ultimate effect on population." Again he says that by referring to the censuses that have been taken it will be found by any one who will take the trouble to make the calculation that the white population increases about twice as fast in the free states or in those states in which there are no slaves as in the slave states. "And again, the increase of population is a necessary consequence of national wealth and prosperity." I deny that reference to the census taken at different times, is a just criterion. A greater number of whites have emigrated to the west from Virginia, than from any equal white population in any part of the U States. We have no data by which this can be satisfactorily proven but from the States west and south west of the old thirteen states a greater proportion of delegates, natives, or descendants of native Virginians, are found in Congress than from any equal population in any other part of the thirteen U States. It proves something in favor of the increase of white population in slave holding States. I deny, further, that wealth is the cause of an increased population. The wealth of a nation or of an individual is a very vague expression. It is a well known fact, and I believe substantiated by Adam Smith, that the poor multiply much faster than the rich--and this seems to be a wise dispensation of Providence. An individual is said to be rich if he has great possessions, although his creditors may have claims upon him to double the amount of what he possesses. Great Britain is said to be a rich nation, but were she and all her possessions put up to sale they would not perhaps pay her national debt. Independence in pecuniary matters, only, constitutes real wealth. One primary reason why internal improvements do not advance in the slave holding States especially in Virginia, is her vacillancy in legislation. Witness the legislation of the session just closed. Under such legislation no man will invest money. For instance, a charter for a canal or rail-road is granted one session, the stock is all taken up and operations commenced-the next session another charter is granted for a collateral work, rail-road or some scheme of internal improvement, by which the investments in the aforesaid rail road are completely nullified. By slave dealers, I mean those engaged in obtaining from Africa, either by purchase or kidnapping, slaves for the market. It is a base and inhuman trade. This word is becoming fashionable in various acceptations. Another reason vitally affecting and suppressing the spirit of enterprise is the fear that exists in the Eastern part of Virginia, that the Western portion should gain the ascendancy in the Legislature. Only give to internal improvements an impetus and fair play and the people there near a majority of votes realize the advantages derived from them and the old is to [?] mottoes of any men and in Eastern Virginia where oil in wealth, and with power the actual law, will ebb the dead and dried to the advanced more [?]. In the States there are three essential kinds of policy when pervade different sections of the Union and they may be denominated 1st the New England policy, which are uniformly progressive taking advantage of every kind of enterprise in the pursuit of one great end the wealth and independence of the body of the people through employment law tiny are astute in and common sense people. 2 The New York policy, which truly Machiavellian and consistency in doing anything to compass and set, without any regard to the peace or welfare of subjects. This policy has developed the [something] of the [something]. 3 The Virginia policy they consist in her adherence to settled maxims and principles, though to her but no movement of enterprise can meet with her approbation, if it violate the letter of the constitution.
