A project of a decree appears in the Paris papers for facilitating the payment of the debt due to France from the United States of America, which is, to make payment in the various productions of the several States, to be transported to France in American bottoms, and delivered at the prime cost in the said States. It is also projected in the decree, that no productions of the United States shall be otherwise than directly imported into France in American or French bottoms, under penalty of confiscation of vessels and cargo.
