New York, Aug. 16—6 p. m.—The New York Herald's City of Mexico correspondent says that eighteen citizens have been arrested, charged with conspiring to abduct Maximilian and hold him until he consented to abdicate. The Santa Anna-Ortega conspiracy is said to be formidable embracing the Arch Bishop of Mexico and other prominent persons. The new Ministry is said to be very unpopular among the native Mexicans. An insurrection recently took place in the State of Vera Cruz, and five hundred Austrian soldiers which were sent to quell it, with the Imperial officers, were captured.
