AMENDMENTS TO THE CONSTITUTION. In looking over the report of Congressional proceedings on the 21st, we notice that it omits several propositions brought forward by Mr. Tallmadge in the Senate. The Washington Correspondent of the New York Express, says Mr. T. proposes to amend the constitution of the United States in four important particulars.

First,--To limit the time of service of the President of the U. S. to one term,--limiting that term to four years, and making him ineligible forever afterwards.

Secondly,--To make it necessary for the Post-master General to be elected by Congress, and not by the President,--Congress making a law limiting time, service, &c.

Thirdly, The election of the Secretary of the Treasury by Congress, with laws made by Congress fixing the term of service, duties, &c.

Finally,--That no person having been member of Congress shall receive an appointment under the General Government until two years after his congressional term of service shall have expired.

Mr. Tallmadge has brought these important propositions before Congress in the form of a joint resolution--each to be sanctioned by Congress and the State Legislatures agreeably with the fifth article in the Constitution of the United States.

These propositions are justly characterized as important, and we have no doubt would receive the sanction of four-fifths of the people. In relation to the last one, however, it would be very difficult to prevent the appointment of members of Congress to office. There is a provision in the Constitution of this state forbidding the appointment of a member of the Legislature to office, but the prohibition has been got over by a quibble, and a pliant Attorney General like Bronson or Butler, can always be found to give an opinion that will sanction a violation of the plain meaning of a Constitutional provision.--Buff.
