CITY WORKERS'
OUTSIDE JOBS
Two charter ordinances limiting
the outside activities of city em-
ployees, suggested by the common
council's special investigating com-
mittee, were passed by unanimous
vote of the council late yesterday.
One of the ordinances prohibits
the use of city equipment for out-
side work after city hours and also
bars city officials from using city
employees for private work.
Bans Bond Selling.
The other ordinance prohibits
city employees or officials from sell-
ing surety bonds to contractors do-
ing city work and also requires
bonding companies selling bonds for
city work to furnish an affidavit
stating that no city employee or of-
fficial is to receive any pecuniary
benefit from the sale of such bonds.
A petition protesting the employ-
ment of Frank Schulze, a city
health inspector, as chief of police
at State Fair park was filed with
the council by Harry Bahr and oth-
er persons.
The petition states that it is un-
fair to allow city employees drawing
regular pay to take other work
nights, Sundays, holidays and dur-
ing their vacation time and thus
keep other workers out of jobs, es-
pecially in view of the present un-
employment situation. It is also
charged that Schulze hires other
health department employees to as-
sist him.

The council by unanimous vote
confirmed Mayor Daniel W. Hoan's
reappointment of members of the
park board.
Confirmation of Sherman Brown
had been delayed because Brown
had been suggested for the position
of secretary of the board. The
park board has requested the crea-
tion of two new positions in its
organization and no appointments
will be made until the council has
acted on this request.
The council also went on record
against a bill pending in the leg-
islature to reduce the term of the
health commissioner from four to
two years.
