A convention at Cowlitz, Lewis County, Oregon Territory, on September 23, 1851, adopted a memorial to Congress and resolutions supporting the creation of the Territory of Columbia north of the Columbia River up to the 49th parallel, proposing division into 12 counties due to the area's size, agriculture, lack of regulations, and distance from Oregon's government. The Statesman, published at Oregon City, of the 23d of September, contains the proceedings of a Convention held at Cowlitz, in Lewis county, which adopted a memorial to Congress and resolutions in favor of the organization of the Territory of Columbia, north of the Columbia river, and extending to the forty-ninth degree of North Latitude, which is the Northern boundary of the United States. The Convention appears to have been numerously attended. They recommend the division of the Territory into twelve counties. The reason they assign in favor of this new political organization, is the extent of the Territory, its agricultural advantages, its want of municipal regulations, and distance from the seat of Government of Oregon Territory. The editor of the Statesman publishes the proceedings without comment. We do not know what are Gen. Lane's views on the subject, but he will doubtless be governed by the wishes of the people of the whole Territory.
