Other considerations than those mentioned, are stated to have also influenced the ministry in taking this decisive step:--
France, from an apprehension perhaps that her fleets in the W. Indies would fall into the hands of her potent rival, should hostilities be renewed and viewed such an event as not remote, had dispatched orders for their immediate return to Europe--
Several Spanish register ships, with large sums of specie were also on their way from South America all which, if the deliberations at Amiens should be longer protracted, would arrive safe at their destined ports, and enable the chief consul to raise his tone, or break off the negotiation.
To obviate this, the step already mentioned had been taken; orders for victualling the channel fleet for a five months cruise had been sent to the various outports; and ten sail of the line with sealed orders, had been hastily dispatched to sea. What the result of this may be, is beyond human foresight to determine--for, as the editor of a New-York paper justly observes, "every incident attending the French revolutionary war, in its rise, in its progress, and in its termination, sets all common calculation at defiance." The unexpected preliminaries of an extraordinary peace, may only prove a short-lived truce.--and a fresh eruption of the revolutionary volcano may again convulse and devastate the four quarters of the globe. Should the renewal of hostilities be probable, the event will soon reach America. Great-Britain may possibly find it necessary to resume a menacing posture, in order to stimulate the languid negotiations at Amiens, or to bring down if possible, the high and imposing tone, which French omnipotence has assumed.
