Cape-Francois, Nov. 9, 1801.

SIR,

I take the liberty to enclose, for the information of the citizens of your port, a recital of facts made by the governor of Saint Domingo, relative to the late insurrection; and to assure you that order and tranquility are now restored with every prospect of their continuance.

The embargo which has been laid on the vessels in this port, since the 29th ult. was to prevent the escape of any who had been concerned in exciting this insurrection, as well as to enable the vessel to carry to the United States a detail of facts, and an assurance of the restoration of good order.
