Washington, Feb. 14.--Details of the annual river and harbor appropriation bill as completed in committee, except for the administration project to deepen East river channel in New York harbor, became known tonight. The measure, aggregating $50,000,000, will be brought up in a committee meeting tomorrow for report to the House with the New York project the only pending project. It carries not only cash appropriations for every section, but numerous authorizations for preliminary examinations and surveys at other places.

All of the actual appropriations proposed are for the continuance of work and maintenance of projects previously authorized. If the committee votes tomorrow, as urged by President Wilson and the war and navy departments, to add to the bill $10,000 to deepen the channel between the upper New York bay and the Brooklyn navy yard, it will be the only new project reported to the House. The opposition to this project contends that Coonties reef, the main obstruction in the channel, already has been provided for.

The bill provides for the following projects in New England and New York:

Massachusetts: Boston harbor $100,000; Pollock Rip channel $110,000

Connecticut: Dredging above Hartford unnamed sum out of previous appropriations.

New York--New York harbor including Ambrose Channel, $400,000; Hudson river channel, $450,000; Harlem and Bronx rivers $250,000 each; Staten Island (New York and New Jersey) $500,000; Port Chester $27,500; Gowanus bay, Red Hook channel, $150,000; Buffalo harbor $140,000; Oswego harbor $100,000; Hudson river $640,000, together with authorization for $610,000 more in contracts to be paid from subsequent appropriations.

The bill also provides a lump sum of $250,000 under which the secretary of war is authorized to examine and survey localities by allotment from this fund with a view to later improvement appropriations.

Among the places named for such examinations are:

Maine--Androscoggin river between Merrymeeting bay and Lewiston; Kennebec river near Richmond.

Massachusetts--Buzzards bay, to provide additional anchorage area and improve the approaches to the Cape Cod canal "insofar as it may be the duty of the United States to improve the same."
