Capt. Tylee, who arrived this morning in 55 days from Havre, informs, that it was the general belief at Havre, that war will ensue between France and the United States of America That after the Peace with the Emperor, an army of 50,000 men was to be formed on the northern coast of France to invade England. 10,000 of the troops were expected at Havre the day after he sailed.

A letter from a respectable house at Havre, dated on the day of Capt. Tylee's departure, closes with the following "Although the American Commissioners have not yet been admitted to the Directory, we are persuaded there will be NO WAR between the two nations; it is more likely that the United States will in future be considered as a nation having no treaty with France."

There is now a project of an absolute Descent on England! The immortal Buonaparte is appointed commander in chief on this expedition. There is to be immediately assembled 100,000 men between Brest and Harfleur, as well as another body of 10,000 men between this place and Dunkirk.
"Hanover will be immediately attacked. and what will ensure our success is a Secret article in our treaty with the Emperor, permitting the passage of our troops."
