Another Minister to Russia.—A New York correspondent of the Boston Palladium says, that it is rumored in that city, that a proposition has been made from head quarters, at Washington, to J. A. Hamilton, to proceed to the Court of the Emperor of Russia, as successor of John Randolph. Rumor says that Mr. Hamilton's friends have dissuaded him from accepting the Mission, and that he will decline it. The writer says, he has no doubt of the truth of the report, nor that the resignation of Mr. Randolph has been duly received at Washington.
