Washington, Oct. 17.-(AP)-The resignation of Elmer F. Andrews as wage-hour administrator, to be succeeded by Colonel Philip Fleming, army engineer, was announced today by the White House.
Andrews resignation was effective today. In a short time he will join the staff of the Reconstruction Finance Corporation.
Fleming, who is now serving as district engineer for the army at St. Paul, Minn., will be detailed to the department of labor. She will assign him to be assistant to an acting administrator, who, until Fleming is ready technically to take full charge, will head the agency.
Andrews, former head of the New York State Labor Commission, organized the wage-hour administration, beginning October 16, 1938.
Stephen Early, a presidential secretary, said that since he was an engineer by profession, he probably would have some kind of engineering work with the R. F. C. That agency makes loans which require checking by engineers before approval.
Fleming, a graduate of West Point in 1909, once was deputy administrator of the Public Works Administration. He also served as district engineer in charge of power developments at the abandoned Passamaquoddy tide-harnessing project in Maine, and later as co-ordinator of the Resettlement Administration.
Papers giving him his new assignment are in the mails, Early said, and he was expected to report for his new job immediately.
