LONDON. August 6.

The people of England are ever in extremes. In no wise were they bent upon immediate war, and to day they exult at the gleam of peace. Upon a calm perusal of the gazette extraordinarily, we had nothing to warrant an expectation from thence it appears, that merely the point of restitution or the captured vessels is agreed upon—the more momentous articles of free navigation and re-imbursement of expenditure, remain still in dispute. Restitution of the vessels, and indemnification to the proprietors (mentioned in them) were offered three months ago by the Spanish American factor at our Court. We do not mean to deny that the declaration of Spain wears the appearance of a principle to the other points in question; but it is yet possible that those points may be the subject of much heated dispute. We do not think at present prospect of peace for ever, but that line clouds of hostility may yet intervene etc.

RETROSPECT OF POLITICS.

The alarm originally created by our warlike preparations has changed its object, and perhaps by the delay suffered considerable abatement. Notwithstanding the frequent accounts received of Spanish ships sailing from different quarters to unknown destination, the general opinion is not in favor of a war with Spain. And indeed, when we consider the manner of publishing the Extraordinary Gazette, we are almost inclined to believe, that it was the intention of administration to induce the public to think, that a sure and satisfactory accommodation with Spain was an event next to certain. A fruit, if this was the purpose of the Gazette, no despairs of its tendency It must be allowed, at the same time, that certain circumstances enough to destroy any supposition which can be formed the present in certain state of affairs.
