The National Assembly have passed a decree against the emigrants, in which, amongst several others, are the following articles--

"That the French assembled beyond the frontiers of the kingdom, shall be declared suspected of a conspiracy against their country. That if, on the first of January, 1792, they be found in the same situation, they shall be declared guilty of conspiracy, prosecuted as such, and be punished with death.

That after that period all the French Princes and public functionaries shall be considered as engaged in a conspiracy against the constitution, &c. That the revenues of those convicted of conspiracy shall be forfeited to the nation, during their own lives only; and, that the revenues of the absent French Princes shall be confiscated from the date of the decree."
