Yesterday a warm debate ensued in the House of Representatives in Congress, on a resolution reported by the majority of the Committee on Manufactures, calling on the House to empower them to send for persons and papers and compel persons to give testimony before the Committee. The object avowed, was to get those concerned in Manufactures in the different parts of the Union, to state on oath, the amount of capital employed, the profits made, and whether any protection is required, &c. &c. The friends of the Administration contended that it was a delay measure to defeat the object and give it the go by altogether. That it was now time to report a bill, instead of a resolution of this character. The debate lasted nearly five hours, and the resolution finally carried by a party vote of 102 to 88. It is evident the majority feel in an awkward, unpleasant situation, and dread the responsibility that rests upon them. We shall soon see the various projects that will be presented, &c.
