Kentucky Fast Becoming Loyal.

The members of the Kentucky House of Representatives have concurred in the Senate amendment requiring the State Guard to take an oath to support the constitution of the United States. Mr. Russel made a strong Union speech in the Senate, in favor of supporting the government. He said he did not consider the Union now dissolved, nor have any definite fears that it will be. The time has passed for appeals to politicians not to dissolve the Union. In the House, the bill to arm Kentucky was rejected, 48 against 42. A resolution that the governor's proclamation of the 20th contains the true position that Kentucky should occupy during the strife between the South and North, was rejected. The oath of allegiance to the federal constitution, for the state militia, was adopted, 49 against 38. The Kentucky legislature will probably adjourn on Friday. The House has passed the Senate bill for re-organizing the militia and appropriating $500,000 for arming the state. The intrigues of the Knights of the Golden Circle, and the treasonable correspondence of Gov. Magoffin with the Montgomery clique of rebels, are undergoing investigation.
