COMM. PORTER.

The Washington City Gazette gives us some further insight into the propositions made to this officer. It states that the Executive of Mexico decided, on the 4th of July, to recommend to the Council of the Government to tender to him the appointment of Commander in Chief of the Naval forces: that on the 30th July this proposition was approved by the Council, and the offer has accordingly been made to him. "It is stated that a similar overture has also been made to Com. P. on the part of the Government of Colombia; which we think quite probable. The salary proposed is twenty-five thousand dollars per annum; a compensation equal to that of the President of the United States." The Gazette states also, that the "duties of the Commodore are intended to be purely of an Executive nature; that if he does not accept an offer of foreign service, his duties would probably correspond with those of our Secretary of the Navy, or President of the Board of Navy Commissioners." It adds, that "the Mexican Navy is already quite respectable, and will shortly be on an equal footing, in point of physical force with that of Colombia, with which it is on the strictest amity and friendship; that three millions of dollars have been recently appropriated for its increase, which now consists of about half a dozen frigates, and a number of light vessels, and gunboats." The Gazette hints its fears that "his example of expatriation may prove contagious to a number of junior naval officers, who may, probably have already made up their minds to follow his example. So that it would not be his loss alone, we should have to lament, but a host of promising young officers, who have so much confidence in the Commodore's skill and intrepidity as a leader, that they would at once embark their fortunes with him, as the most rapid road to promotion."
