From New Orleans, April 5 —"Since the arrival of the Prefect, he has been constantly occupied in making preparations for the reception of the troops; respecting whom we have had no late news. By a vessel from Glasgow it has been rumored, that the English protested against the sailing of the fleet. A similar report has reached us from Spain, via Havana. It has afforded great satisfaction to the friends of the Spanish Government. So much are they opposed to the cession, that even a prospect of the event being procrastinated excites exultation.

There arrived here a few days ago, an express from Washington, addressed to the French Commandant, under cover, to the American Vice Consul, who has delivered it to the Prefect. The object of it is a mystery. The Prefect however openly declares, that as soon as they obtain regular possession of the colony, the deposit will be opened."
