London, Sept. 20.

Extract of letter from Bremen, dated September 11.--"Never has the continent been in such a conjectural state as at this moment. Russia, the electors of Hesse Cassel and Saxony, are making every military preparation, as if they were expecting immediate hostilities; while Buonaparte is withdrawing his troops from their frontiers, and pretending to give orders for their passage across the Rhine. Indeed, some are of opinion, that he does not feel much disposed to attack Prussia at present, for fear of being kept in check with his army too far advanced to resist the combined efforts of Russia and Prussia, and therefore prefers taking a position which may enable him to combat with both powers, or to retreat with safety in case of a disaster. Others suppose, (and I think with more plausibility) that his retrograde movement is only apolitical blind to conceal his real object, and to give such a colour of sincerity to his negociations, as may induce the emperor of Russia to postpone the march of his troops, and lull Frederick William the second into a slumber; while he, under pretence of going to Frankfort to regulate his new confederation, can very conveniently put himself at the head of his armies, and by one desperate effort clip the wings of the Prussian Eagle so closely, (if found in a torpid state) as to prevent its flight for some months, and then the power of Russia cannot prevent his gigantick views in Germany. However, I find it to be the generally received opinion, that the French and their allies on this side of the Rhine, cannot easily carry their project into execution, nor even make any serious impression on the Prussian army, before they are reinforced from France, if Buonaparte do not succeed to dupe the cabinet of Berlin by some political stratagem, which is not a likely circumstance at the present juncture. The soldiery are in high spirits, and, considering the abilities of their generals, excellent discipline and uncommon patriotism, an obstinate display of bravery may be expected."
