LATEST FROM FRANCE
Arrived at this port yesterday, the fast sailing schr. Boxer, capt. Clark, from Nantes, which port she left on the 28th April, with a cargo of dry goods, wine, bar iron, stones, ochre, &c. to J.J. Astor, and others. Paris papers to the 28th April have been received.
We learn verbally that France was perfectly tranquil, and that the Emperor Napoleon was at Paris, momentarily expecting the arrival of the Empress Maria Louisa. The Duke D'Augouleme had been arrested, but was set at liberty immediately, by order of the Emperor, and directed to quit France forthwith. The British, in conjunction with the Allies, were fortifying in Belgium, and the French busily engaged in putting in a state of defence their frontier posts. It was the prevailing opinion throughout France that hostilities would not soon take place.
In the Moniteur of the 14th April there is a long report to his majesty by the minister for foreign affairs. After taking a view of the existing state of things in France, he complains that the couriers sent to the different ports of Europe, were stopped by order of the different monarchs assembled at Vienna, who had interdicted all intercourse with other nations: consequently he can only judge of their intentions by the public acts of the different governments. A review is then made of the affairs of England, Austria, Naples, Prussia, Sardinia, Spain, and the Lower Countries. A circular to the ministers, ambassadors, &c. of France for foreign countries is then given, which is followed by a letter in the Emperor's own hand writing, to the different sovereigns, which we now present to our readers.
