The subject of prison reform, in the light of recent researches, is likely to receive a greater impetus than ever at the meeting of the National Prison Reform Congress, which meets at New York on June 6th. This is the fourth meeting of this association, the first having been held at Cincinnati in 1870, the second at Baltimore in 1873, and the third at St. Louis in 1874. The meetings are not held in the interests of theorists. Besides a large number of prominent men like Theodore Dwight, Noah Davis, James Freeman Clarke, E. C. Wines and others, the officers of penal and reformatory institutions assemble to give the weight of their practical experience to the efforts for the acquisition of a true penitentiary system. Horatio Seymour is to deliver the opening address at the congress next month.
