New York, April 24.—A dispatch to a morning paper from Buenos Ayres says that the minister of foreign affairs has had a conference with the president of the republic with reference to the publication of President Roosevelt's speech.

The government in reply to President Roosevelt admits that the speech should not have been published in the official report. The ministry is disposed to give a satisfactory explanation, and has also ordered an investigation to determine the responsibility of the publication.
