"The Secretary of the Navy has been busy for some months past in discovering and stopping the pin-hole leaks in that Department, which, though heretofore considered too small to be worthy of notice, nevertheless amount, in the aggregate, in the course of a year to a large sum. It is astonishing how many small mistakes have occurred in some of the Navy Yards heretofore, and equally surprising, to some individuals in those yards that they should be discovered. The Secretary is a business man, and a man of detail, and knows when two or three prices are charged for an article, or twice as much is ordered as is wanted or used, as well as any other individuals, as those whom it concerns begin to find out."
