LATE FROM MADEIRA.
The Portuguese schr. Nuestra Senora del Carmen, arrived at Georgetown, S. C. on Wednesday last, in 23 days from Madeira—From two gentlemen who came passengers in her, and who reached this city in yesterday's stage, the following information is derived:
They saw at Madeira, a Newspaper printed at Waterford (Ireland) of the 25th of June, received by a vessel in 10 days from that port, which stated under the London head, that the British government had refused to agree to the mediation proposed by the Russian Minister in this country, he having acted without the knowledge or direction of his Government.
The British outward bound East India and Brazil fleets, Consisting of about 80 sail, had touched at Madeira, and sailed again the 3d July. under convoy of the Stag and Inconstant frigates, two sloops of war and two gun brigs. They were very particular in their enquiries about Commodore Rodgers' Squadron expecting to fall in with them.
Provisions were remarkably plenty and cheap at Madeira—they were shipping flour to the W. Indies.
The Portuguese brig Conde de Almada, which sailed from this port on the 10th May had not arrived at Madeira July 11.
The Nuestra Senora del Carmen did not speak a vessel on her passage.
