Says the Little Rock Democrat: From the vote on amendment No. 3 it appears that a majority of the people voting on the question are not in favor of permitting the county courts to levy an additional tax of not more than three mills on the dollar for internal improvements, such as public roads, courthouses, jails and bridges. One thing is certain: We shall never have a system of public roads in Arkansas worthy of the name until we raise by taxation the funds necessary to give efficiency to the system.
Although defeated the amendment received majority of the votes cast on the question in quite a number of counties. These counties ought to be permitted to tax themselves for the purposes indicated, and it will be a move in the right direction to submit an amendment to the constitution permitting counties which vote in favor of the proposed tax to have the benefit of it. If Pulaski county is willing to impose an additional tax of three mills or five mills for public improvements she should have that privilege, although every other county in the state might be opposed to such a tax.
