The Connecticut house of representatives met Tuesday, all but two of the republican members being present. The "pending resolution" which has given Mr. Walker of Hartford such an opportunity to air his lack of all things but self-conceit was passed. It is known as the Judson rule" and provides that in the absence of a quorum the speaker may adjourn the house to any date within two months of the session in question. The World's Fair appropriation bill was then passed, the employees of the house ordered paid and the house took a recess until Tuesday, May 3. Nothing else could be done. The senate has declared over and over again that it will not act unless it can have its own way about gubernatorial matters.
The republican house has done all that it could do. It has piled up appropriation bills and necessary legislation at the door of the senate. That body refuses to touch it. The people of the state who want their public affairs cared for will not be slow in deciding which house is responsible, the one that acts or the one that refuses to act.
