Secretary Endicott, it is reported, will withdraw. His retirement at any moment would not be a surprise.

The public have known all along that there was nothing in common between the President and the Secretary of war. The President is of the people and for the people while secretary Endicott is an aristocrat and his blood is very blue. Red blood and blue blood do not readily mix, and if the secretary drifts out into private life there will be no wail of public regrets. It is alleged that secretary Endicott was disagreeably arbitrary, but his personal uprightness and official integrity have never been questioned. He is probably much better adapted to the wars of peace than to those of war.
