Public notice has been given by the secretary of the treasury of the United States, that the act of congress laying duties on stamped vellum, parchment and paper, is to be in force from and after the first day of July ensuing, and that amongst a variety of enumerated articles, there will be levied and collected for, any Protest or other notarial act, a duty of twenty-five cents : and as congress have a supplement to the said act under consideration, permit me to state a fact and an observation resulting therefrom which have undoubtedly escaped their notice, That is, a great variety of affidavits and certificates which are administered and attested by the Notaries public, in the several states, and are of course denominated notarial acts, are also administered and attested by the judges of the supreme and other courts, mayors, aldermen and justices of the peace, but do not come under that denomination, and therefore no duty can be levied or collected for the same : In consequence whereof, it is naturally to be presumed, that unless an alteration is made, the business of the former. will in future considerably decrease, that of the latter will of course proportionably increase, and that the contemplated revenue will thereby be greatly diminished.
